Starting August 1, 2025, the Indonesian Ministry of Communication and Digital (KOMDIGI), through the Directorate General of Digital Infrastructure (DJID), will officially implement a new format for the Declaration of Conformity (DoC) β a mandatory requirement in the certification process for telecommunication devices.
This update is based on Article 12 (1) of Ministerial Regulation No. 3 of 2024, which governs the certification of telecommunications devices in Indonesia.
π§Ύ What Is the Declaration of Conformity?
The Declaration of Conformity (DoC) is a legal document submitted by manufacturers or applicants to declare that their telecommunication devices comply with the applicable technical standards, operating frequencies, and transmission power defined by KOMINFO.
It is a required document for DJID certification and is subject to evaluation by authorities during the application process.
π Whatβs New in the 2025 DoC Format?
The new format introduces several key improvements:
β 1. Unique Application ID (Apl. ID)
- All technical standards, frequency bands, and output power details are now consolidated under a single application reference number.
- This ensures easier evaluation and traceability across the KOMDIGI system.
β 2. Simplified Layout
- Technical details no longer need to be listed manually in full.
- Reduces the risk of formatting or input errors.
β 3. Faster Evaluation Process
- The streamlined form allows DJID to process applications more efficiently, improving lead times and reducing administrative back-and-forth.
β 4. Reduced Rejection Rates
- Clearer structure minimizes documentation errors, lowering the risk of application rejection.
β 5. Improved Data Accuracy
- Standardized structure enables better data integrity and reduces errors in manual data entry.
π Implementation Timeline
Milestone | Date |
Start of New Format Use | August 1, 2025 |
Grace Period Ends | August 31, 2025 |
Mandatory Use for All Applications | Starting September 1, 2025 |
β οΈ Applications submitted with the old DoC format after August 31, 2025 will be rejected.
π New DoC Format β What to Fill In
The new declaration format includes fields for:
- Document number
- Signatoryβs name and position
- Company details and device information
- Brand, model, and country of origin
- Application ID (Apl. ID)
- Declaration date and signature
The Apl. ID will now serve as a primary reference for compliance review and technical verification by DJID.
𧩠Why This Change Matters
This new DoC format is part of KOMDIGI’s commitment to:
- Digitalize and streamline the certification process
- Improve data reliability and processing time
- Align with best practices in regulatory documentation
