The Indonesian government has officially enforced the Minister of Communication and Informatics Regulation No. 5 of 2024 or PM 5 Tahun 2024 on the Designation of Testing Laboratories for Telecommunication Devices. This regulation took effect on September 18, 2024, and applies to testing laboratories both in Indonesia and abroad that conduct testing for telecommunication devices.
Designation of Testing Laboratories in Indonesia
To ensure the quality and safety of telecommunication devices, all testing in Indonesia must now be conducted by laboratories that have been accredited and officially designated by Kominfo as Testing Laboratories (Balai Uji). These laboratories are classified into two categories:
- Domestic Testing Laboratories: Located within Indonesia, serving as official testing centers.
- Foreign Testing Laboratories: Recognized through the Mutual Recognition Agreement (MRA) with other countries, or via the Non-MRA process.

Key Points from the Directorate of SDPPI
During Customer Day #22, the Directorate of SDPPI highlighted several important points regarding the enforcement of PM 5 Year 2024:
- Joint Assessment: Kominfo, in collaboration with KAN (National Accreditation Committee), will conduct joint assessments for the designation, scope expansion, and renewal of Domestic Testing Laboratories.
- Termination of Foreign Testing Laboratory Recognition: Unilateral recognition of Foreign Testing Laboratories will end on December 31, 2026. After this, all foreign laboratory recognition will be based on MRA agreements.
- Reapplication Requirement: Foreign Testing Laboratories recognized unilaterally under Kepdirjen 109 Tahun 2024 must reapply by November 1, 2024.
- Testing Reports Validity: Reports from laboratories whose recognition has been revoked or expired will remain valid for up to 6 months.
- Domestic Laboratory Accreditation Duration: The accreditation for Domestic Testing Laboratories is valid for 5 years and can be renewed.
- Digital Signatures: The adoption of digital signatures on Testing Reports (LHU) will be implemented to ensure the security and authenticity of documents.
