The Ministry of Communication and Informatics of the Republic of Indonesia has issued Ministerial Decree No. 177 of 2024, which regulates the Specific Absorption Rate (SAR) limits for telecommunication devices. This regulation applies to mobile phones and tablet computers used in Indonesia.

What is the Specific Absorption Rate (SAR)?

Specific Absorption Rate (SAR) measures the amount of electromagnetic radiation absorbed by the human body when using telecommunication devices. This testing aims to ensure that these devices are safe and do not negatively impact the health of users.

Regulation Update

Ministerial Decree No. 177 of 2024 establishes new standards for SAR, including:

  • SAR Limit Requirements: Every mobile phone and tablet computer applying for certification must meet the SAR limits as specified in this decree, effective from April 1, 2024, for head testing, and August 1, 2024, for torso and limb testing.
  • Certificate of Testing: If the testing laboratory cannot provide the SAR Test Report (LHU SAR), the certification applicant can submit a certificate from a domestic testing laboratory that includes the issuance date of the LHU SAR.
  • Submission of LHU SAR: The LHU SAR must be submitted to the Directorate of PPI Standardization no later than 14 calendar days from the issuance date mentioned in the certificate.
  • Validity Period: The certificate provisions are valid for a maximum of 2 years from the start date of the SAR limit compliance requirement.
