Regulation Update: Indonesia’s Technical Standard for 5G BWA Devices (IMT-2020)

The Indonesian Ministry of Communication and Digital (KOMDIGI) has issued Ministerial Decree No. 204 of 2025, setting the technical standard for Broadband Wireless Access (BWA) devices based on the International Mobile Telecommunications-2020 (IMT-2020) standard.

Scope of the Regulation

This decree applies to:

  • Subscriber Stations (SS BWA 5G)
  • Base Stations (BS BWA 5G)

It aims to regulate safety, EMC compliance, power supply requirements, and radio spectrum usage according to ETSI, IEC, and SNI standards.

Key Technical Requirements

  • Power Supply: SS must be powered via AC or AC/DC converters (batteries are not allowed).
  • Electrical Safety: Must comply with SNI IEC 62368-1 or IEC 60950-1.
  • EMC Compliance: Must follow SNI CISPR 32 or ETSI EN 301 489-50.
  • Radio Frequency: Operates within band n50 (1432–1517 MHz, TDD).
  • Transmitter/Receiver Requirements: Must align with ETSI TS 138 specifications.
  • Usage Limitation: Subscriber stations are limited to indoor use only.

Certification Requirement

In accordance with Ministerial Regulation No. 3 of 2024, all 5G BWA devices must undergo DJID/SDPPI certification using these technical standards as references. Stakeholders including manufacturers, importers, and vendors must ensure compliance through certified testing labs.
